Cosmetics are regulated in the destination market, not at the factory gate. The EU, for example, requires a responsible person and a product notification before sale, and most markets set their own label-language rules. Confirm your market’s registration route and label language per SKU before you order. The ingredient list and safety data come from the manufacturer.
Some lines do not ship like ordinary goods. Acetone-based nail products and stronger hair developers can fall under dangerous-goods rules, which change the packing, the documents and sometimes the container. Flag them in the RFQ so the quote reflects the right shipping route. Private label is possible on most lines; confirm the minimum per item.

In the EU, cosmetics are governed by Regulation (EC) No 1223/2009: a Responsible Person established in the EU is appointed and the product is notified in the CPNP portal before it is placed on the market. That duty sits with the importer or brand owner in your market. You can ask the manufacturer for the safety report (CPSR) and the ingredient list (INCI) it holds.
In private label production, scent and colour can be changed on cosmetic and cleaning products, within the manufacturer's range. The label text must follow the language and ingredient rules of the destination country.
